The sponsoring Australian organisation must be located in a regional area, obtain sponsorship approval and nominate the candidate after efforts to find a local worker are exhausted. Applicants must have a positive skills assessment and at least 3 years of experience at the required skill level. After living and working in a regional area under the subclass 494 programme for at least 3 years, visa holders may apply for permanent visa subclass 191.
