Remove the entire unit, including sleeve, to the shop. Check refrigerant, electrical system, thermostat, compressor, and capacitor. Oil the fan motor if needed, steam clean coils with high-powered steam, chemically clean coils with acid wash, lacquer spray the base with rust preventative, then return and reinstall the unit.
