Individuals need the invoice, buyer and seller IDs, sales contract, new owner's proof of address, circulation card and current-year vehicle tax payment. Companies need the invoice, re-invoice, circulation card, current-year vehicle tax payment, sales contract and corporate documents. The change applies only to the name on the circulation card and cannot modify vehicle data. Invoices are no longer endorsed and must be accompanied by a re-invoice.
